Free Translation:

With the strength of our Holy Torah we come to affirm the Halachic ruling that according to the announcement of his Majesty, Our Master, Our Teacher, The King Moshiach, who lives forever, that from years 5751-5752 it was said many times that the complete and true Redemption is here in the simple sense. And in his holy tongue, that every Jew in this generation is wealthy in essence and this needs to be revealed in actuality etc., and especially since there are Jews around the world who have announced out of faith in King Moshiach and his Torah that Redemption is already here. Announcement that expresses it self in everyday behavior in thought, speech and deed according to time of Redemption. And in the light of the words of the Rebbe King Moshiach who lives forever that the Jew is a master of existence and when the Jew announces and lives Redemption, all the conditions of Redemption must already manifest in revealed state to the eyes of all. We come to decree that all conditions  of Redemption should manifest in the revealed state immediately and literally now, including wealth, peace (tranquility), health, eternal life, love and peace to all Jews, the Kingship of Kohanim and Holy people, as the psak din of Rambam (Maimonides) says: “And in this time there will not be famine, or war, or jealousy, or competition, only through peace and abundance we’ll unite with the essence of G-d, He is one and His name is one.” And to this we sign.

Added to this psak din are the sources from the Torah of Moshiach

“Every Jew in this generation is wealthy in essence…” – see the talk at the end of Parsha Shmini, eve of Rosh Chodesh Iyar 5751, ch. 11, ” After the poverty of exile passed, we receive the riches of the true and complete Redemption”, and in the talk at the end of Parsha Trumah 5752, that every Jew, in every place and every time (wherever and whenever he is), is rich in the simple sense and only needs to reveal this through his service of thought, speech and deed according to the Redemption. See the talk Vaykhel – Pikudei 5751, where it says “Strive to connect every aspect to the Redemption”, talk of Acharei – K’doshim 5751 in the beginning, where it says “The one taking a vow … it’s forbidden for him to drink wine”  A Jew is a master of existence. (this should be connected to the next two quotes).  See the talk of Parsha Chayei Sara 5752, ch.11, that every Jew is an emissary of G-d from the spark of Moshiach (in him) to illuminate the land.
And in the talk of Parsha Vayigash 5752, ch.12, through a Jew behaving with “balabatishkaite” (like a master of existence), he reveals Redemption in the corporeality (physicality) of the world to the point where the gentiles help in his service.

Additional Notes to Rabbinical Decree

According to the Lubavitcher Rebbe, Rabbi Menachem Mendel Shneerson, who is the Leader, the Counselor, the Prophet, the Judge and King Moshiach of our generation (1),

“The time of your Redemption has arrived” (2) In line with the prophecy, that in the time of Redemption the Nations of the World are to bring their wealth to the Jewish nation, as is written in Yeshayahu (Isaiah) 60:9: “Surely the isles shall wait for Me, and the ships of Tarshish first, to bring thy sons from far, their silver and their gold with them, for the name of the LORD thy G-d, and for the Holy One of Israel, because He hath glorified thee.” (3), the Rebbe King Moshiach stated: “In our generation – the last generation of exile and the first generation of Redemption – after all the requirements have already been completed, and it only remains to actually greet our righteous Moshiach, it is certain that G-d will bless every Jew with golden riches, materially and spiritually. [This blessing] will be such that (as it was “in the days of your going forth from the land of Egypt” and will be now that “I will show him wonders”) “every single Jew will have no less than ninety Libyan donkeys with him loaded with the wealth and gold of Egypt.”” (4)  The Rebbe King Moshiach’s prophecy is also supported by Rambam, “In that Era there will be neither famine nor war, neither envy nor competition, for good things will flow in abundance and all the delights will be as freely available as dust. ” (5) And since, “through the legal decree of the rabbis and authorities of the Jewish people that the time of Redemption has arrived, “a king from the house of Dovid will arise… it is presumed [b'chezkas] that he is Moshiach ” until the situation and position of “behold, he is certainly Moshiach [vadai].” [These are] legal decrees “from Sinai,” which extend into and penetrate the barriers of the world as well”(6), so too, the current decree attests that we totally accept that “the time of your Redemption has arrived” and are prepared to live in “with the time” making the
Redemption a reality in the material sense, taking upon ourselves the responsibility for the material wealth that is there for us.
