Free Translation:
With the strength of our Holy Torah we come to affirm the Halachic ruling that according to the announcement of his Majesty, Our Master, Our Teacher – the King Moshiach, who lives forever, that from years 5751-5752 he has stated many times that our generation is the generation of Redemption and that we have entered into the days of Moshiach, and we are ready find out ourselves in the complete and true Redemption, in the simple sense. In his holy tongue (he said), that the Jew only needs to agree that the true and complete Redemption is already here in the simple sense and must announce about it, etc., and that everything is already here and prepared, etc. The services of elevation of sparks has been completed, etc. The same has been repeated many times.
In the light of the above we come to decree that all aspects of galut (exile) have finished. And now we find ourselves in the complete and true Redemption, in the simple sense. And the sin of Adam haRishon (original sin) and the sin of golden calf were completely fixed. And the spirit of impurity has disappeared from the land. And the Earth is filled with the Knowledge of G-d, as the water covers the seas! And to this we sign.

“That we entered the Days of Moshiach etc.â€â€¦ see the farbrengen of the 18th of Tammuz, 5751, chapter 5, page 49, there he says, that the Gabboim need to announce, that we have reached the complete Redemption, in the end of parshiot Vayakel – Pikudei 5751, chapter 6, page 381. Additional Notes to Rabbinical Decree
The halachic ruling affirming that the time of the Redemption has arrived, which obligates each and everyone to obey the words of our King Moshiach, Rabbi Menachem Mendel Shneerson and live with the time, studying and serving G-d according to the “New Torahâ€, which “will come forth from me” (1).
Lubavitcher Rebbe, Rabbi Menachem Mendel Shneerson, who is the Leader, the Counselor, the Prophet, the Judge and King Moshiach of our generation (2) has proclaimed: “The Time of Redemption Has Arrived†(3)
“Behold this (the King Moshiach) comes, and has already come†(4), and “At the present time, all obstacles and hindrances have been nullified. As such, Moshiach (not only exists, but in fact), is also already revealed. All we have to do now is to actually accept our righteous Moshiach.†(5)
The Rebbe, King Moshiach affirms that “we already prepared to accept the face of our righteous Moshiach, and also the Rabbinical Decree of the Rabbi’s and law makers of Israel that the Time of the Redemption has arrived†(6)
In accordance with Rambam, King Moshiach has “prophetic spirit which will rest upon him†(7), therefore “it is forbidden to doubt him or to question the truth of his prophecy.†(8)
The Rebbe King Moshiach instructs us “… A Jew must agree and furthermore, they should want and announce, not just this that “The Time of Redemption Has Arrivedâ€, but that it is already here, the Redemption simply.†(9)
“In recent times there has been an innovation in the purpose of our mission, which it is now to accept the face of our righteous Moshiach in the True and Complete Redemption†(10)
“Specifically in these days, which they are the Days of Moshiach, the days we now find ourselves, we need only “open our eyes†and we’ll see that we are already in the True and Complete Redemption simply.†(11)
The Rebbe King Moshiach gives specific instructions to Rabbonim “The rabbis need to publicize the decree that “all the appointed times have passed,” and in regard to Teshuvah, Teshuvah has already been done, and all matters of Divine service have already been completedâ€(12)
It is not our job to question if the time is right, as Rambam states “neither the sequence of these events nor their precise details are among the fundamental principles of the faith. One should not occupy himself at length with the aggadot and midrashim that deal with these and similar matters, nor should he deem them of prime importance, for they bring one to neither the awe nor the love [of G-d].†(13)
Instead, we must obey the words of the Rebbe King Moshiach, who says “What is required NOW and this is of the utmost importance is to celebrate the joy of this that the Redemption arrives in actuality in this very moment†(14),
“there should be a renewal and increase in learning Torah with vigor and delight, until one originates new insights, whether for one’s self or to have an effect on others, “Raise up many disciples.”
For it is known that “Every one of Israel is able to reveal secrets of wisdom and to discover a new insight in Torah, whether in homiletics or in the revealed or in the esoteric parts of Torah, according to the level of his soul’s root. Indeed, one is obligated to do so.”
This includes particularly a renewal and intensification in learning and spreading the inner teachings of the Torah that are revealed in Toras Chassidus, a sample, example and “taste” of the Torah of Moshiach (“those who taste it shall merit life”)â€.(15),
“this study should enable us to live with and thrive on matters of Moshiach and Redemption. We should “live with the time” of the Messianic Era. This can be attained when one’s intellect is filled with the comprehension of the Torah concepts of Moshiach and Redemption.â€(16),
“…But action is the main thing†(17)
In light of these statements, it is incumbent on every single Jew to heed the Rebbe King Moshiachs words, accept and proclaim that the Redemption is here and “live with the timeâ€, making the Redemption a reality.
